Subject payment types - depending on country code?

Hello,
i have a quick question about payment types.
how can i make everyone who is outside the UK use a paypal payment gateway, is it an easy fix?

I can create the paypal payment - and then it is applyed to all users, but i dont want people who live in the UK to be able to use paypal - instead i need them to use the ePDQ payment gateway we have. - much like the shipping is able to be assigned per country code.
